PROFESSIONAL STAFF EXPERIENCE
Mrs. Jill Wingerter Chin-You, President, and co-owner of the firm has over 15 years of experience in the Construction Materials Testing Industry. Having grown up in the family business she became familiar with all aspects of the company’s engineering, concrete, soils, materials and geotechnical divisions. Her current duties include management of the company’s daily operation, employee recruitment and client relations. Her previous job experiences include serving as clerical support, field services coordinator, project and client services administrator, collection and credit manager, human resources director, and office manager. She currently serves a member of the Board of Directors for CMEC.

David R. Powell, Executive Vice President with over Thirty years of experience in the Materials Testing and Geotechnical Field including subsurface investigations, laboratory management, asphaltic concrete analysis preparation of design reports and construction specifications. Projects include housing developments, parking structures, bridge and highway structures, light and heavy rail construction, industrial facilities, marinas, municipal utilities, airport expansion and renovations, high rise conodminiums and residential projects. His duties also include serving as a Project Manager for numerous airport construction projects, inspection projects, auger cast pile installation, transportation construction, controlled fill and earthwork operations as well as asphalt field and plant inspections.
Robert H. Schuler, P.E.,P.G., Vice-President- Chief Engineer, For over twenty-five years, Mr. Schuler's activities have been in the structural design for new construction and renovations, construction materials testing, petroleum and construction industries. For the past fourteen years, Mr. Schuler has been active in the field of asbestos consulting, including building surveys, the preparation of asbestos abatement specifications and the supervision of asbestos removal. His experience has included project management, inspection, supervision, scheduling and cost control. Mr. Schuler has been an instructor at the University of Florida TREEO Center in air monitoring for the Supervision of Asbestos Abatement course. Mr. Schuler served from 1992 - 1998 as a member (1995 - 1998) of the City of Miami Beach Historic Preservation Board, which is responsible for the preservation and supervision of the renovation and improvements of the Miami Beach Art Deco Historic District. Also, he has served as the Miami Chapter representative to the state board of the Florida Engineering Society for 1996 - 1999. A past president of the Miami Chapter of the Florida Engineering Society, he served on the chapter's board from 1986 - 1999.
Leon C. Chin-You, B.N., Vice President, brings fifteen years of experience in building construction. Field work includes load testing and forensic testing of buildings and construction materials, on-site inspection, checks for conformity with engineer=s specifications, auger cast, helical, pin and driven pile inspections, Threshold and Special inspections, erection and inspection of structural steel including shop and field fabrication, prestress plant , post tensioning and reinforcing steel inspections, checking of survey levels, engineering inspections of bridges, roadways, residential and commercial building structures, from substructure to superstructure, and basic knowledge of environmental remediation system installation, design and inspection. Mr. Chin-You is a registered Building Inspector in the State of Florida.
Luis Rodriguez, Operations Manager, Has over Ten years experience and is
in charge of the daily field and laboratory activities of all technicians and supervises the performance of all laboratory tests. He is the company Radiation Safety Officer (RSO) and I.T. Technician. He is also responsible for all Seismograph Monitoring, Floor Flatness testing, Jack Calibrations, Materials Strength and load Testing and and various specialty engineering field design work.
